CRITERIA FOR UPLOADING FINANCIAL STATEMENTS AS A REQUIREMENT FOR REGISTRATION AND QUALIFICATION IN THE NATIONAL CONTRACTORS’ REGISTER
Ruling No. DG-2021-004 (the “Ruling”), issued by the National Procurement Service (“SNC”), was published in Official Gazette No. 42.134 dated May 25, 2021, establishing the criteria for the uploading of Financial Statements as a requirement for registration and qualification in the National Register of Contractors (“RNC”).
The Ruling establishes that the uploading of financial information for registration and qualification in the RNC for the fiscal year 2020 will continue to be done at historical values, including legal entities whose fiscal year ends on a date other than 31 December. Likewise, it is established that for the registration and qualification processes of natural or legal persons and socio-productive organisations for the year 2021, the closing or cut-off financial statements must be expressed at historical values, in accordance with generally accepted accounting standards and principles.
The Ruling states that insurance undertakings shall apply the special provisions governing the matter for the purposes of their accreditation by the SNC.
Administrative Ruling No. DG-2020-004 dated 13 April 2020 is hereby repealed.
The Ruling entered into force as of 01 January 2021.
