Process for Acquisition of Goods/ Centralized and Standardized Public Purchasing System
Administrative Ruling No. 001/2016 of May 17, 2016, issued by the Vice-presidency of the Republic, was published in Official Gazette No. 40.906 of May 18, 2016 (the “Administrative Ruling”). Said Administrative Ruling regulates the process of acquisition of goods by agencies and entities of the National Public Administration in the Frame of the Centralized and Standardized System of Public Purchases. The purpose of the Administrative Ruling is to establish the exceptional regime for regulating and expediting the process of acquisition, through the aforesaid System, of bond paper reams, laptops, desktop computers, tablets, and servers, and motor vehicles by the agencies and entities of the National Public Administration, with the purpose of reducing and rationalizing public expenditure.
For purposes of the Administrative Ruling, Centralized and Standardized System of Public Purchases (Sistema Centralizado y Estandarizado de Compras Públicas - “SINECOM”) is understood as the mechanism through which the Centralized Purchase Committee (Comité de Compras Centralizadas) of the National Public Administration (the “Committee”) will consolidate the requirements of the agencies and entities of the Public Administration, standardization of products, administrative and management processes, selection of productive units that provide the goods that are considered to be strategic.
The SINECOM Registry will be entrusted to the Committee and will contain the information provided by the agencies and entities of the National Public Administration, in regard to the quantities of goods required and the budgetary resources available for the acquisition of the same. Registration with the Registry is obligatory in order to participate in the system and it must be made by electronic means through the web site www.sinecom.mppp.gob.ve
In order to meet the requirements of the agencies and entities, the Committee may call public and/or private, national and/or foreign companies that supply goods in order for them to make offers under special conditions and will choose those that offer the best contracting conditions.
The Administrative Ruling became effective as from May 18, 2016.
