Creation of Worker Productive Councils

Decree No. 2.535 of November 8, 2016 was published in Official Gazette No. 41.026 of the same date. Said Decree contains Decree No. 17, in the frame of the State of Emergency (including Economic Emergency), through which the Worker Productive Councils (Consejos Productivos de los Trabajadores - CPT) are created.  The purpose of the Worker Productive Councils is to promote the participation of the working class as leading group in the management of the productive activity of the public and private work entities that will serve as support for the Gran Misión Abastecimiento Soberano, in order to guarantee opportune access to goods, food, medicines, and other products that are essential for life.

 

Article 2 of the aforesaid Decree establishes that its provisions are applicable to all public and private work entities of the country, for purposes of secure and sovereign supply in the frame of the Gran Misión Abastecimiento Soberano, in order to improve the national productive system in an opportune and secure manner for all of the population, guaranteeing Venezuelans’ right to food and health, as well as the protection of goods and services.  

 

Article 3 of the Decree establishes that the Worker Productive Councils will be formed as follows: three workers, one representative of the youth, one representative of the National Union of Women, one representative of the Bolivarian Militia, and one representative of the National Bolivarian Armed Forces. The Worker Productive Councils shall be the level of authority in charge or carrying out the review, approval, control, and monitoring of the fundamental programs and projects of the productive process of work entities.

 

These representatives will be designated by the relevant Ministries. The Minister of the Popular Power for the Social Process of Work, the Minister of the Popular Power for Defense, and the Strategic Operational Major will issue the Manual of Rules and Procedures of the Worker Productive Councils.

 

The Decree became effective upon its publication in the Official Gazette.
